in the title of Bob needs help it has a blue and red arrow what do they mean?

They come up as 'Topic Icons' in the post reply editor.  The default is set as a blank page, but there are exclamation marks, question marks and even a love heart!

I think they are there simply to draw attention to a particular thread, without actually meaning or doing anything!
