Ive just brought myself an old XR 350r  thinking that I might do a couple of vinduro events here and there once I've tidy it up a  bit,
Im chasing some advice on rules, regulations , costs and getting the bike up to scratch to pass red plate inspection, any advice would be appreciated , thanks

Pat is the man to speak to about getting your bike 'plated'.  When you're ready, make a time with him to do the inspection and paperwork.

Regarding the requirements themselves, the bike needs to basically be in 'roadworthy' condition.  It must have a working head and tail light, brake lights, horn and kill switch.  If it was ADR'd with indicators, then they will need to be in place.  It will also need a working horn (can be bulb type) and mirrors.

Most Victorian vinduros now require some form of registration and red plates are the way to go.  At scruitineering, all the above (except indicators) will be required to be fitted, it's then up to you if you choose to remove them before riding (I remove my mirror)!

You don't 'have' to do a full resto on the bike to get it red plated, but as I said earlier, it must be roadworthy.  Most Vinduro machines do tend to go through some degree of rebuilding though.
